SHFC and DHSUD inspect high-density housing projects in Caloocan and Valenzuela

The Social Housing Finance Corporation (SHFC), together with the Department of Human Settlements and Urban Development (DHSUD), inspected high-density housing projects in Caloocan and Valenzuela on Friday, January 30. The initiative is part of efforts to accelerate delivery of safe and sustainable homes for Filipino families.

The inspection covered Genesis Ville Homeowners Association, Inc. in Barangay Camarin, the Alyansang Mamamayan ng Caloocan Housing Cooperative (AMCHC) in Barangay Bagumbong, and the Balikatan Samahan ng Mapulang Lupa (BSML) project in Valenzuela City. Once completed, these developments will provide permanent homes for more than 2,300 families.

DHSUD Secretary Jose Ramon Aliling and SHFC President and CEO Federico Laxa led the site visits, emphasizing the need to fast-track project completion while improving construction quality. “You can expect that more similar projects will be awarded to beneficiaries under President Marcos Jr.’s Expanded 4PH,” Aliling said.

Laxa added that the HDH projects focus not only on shelter but also on building sustainable communities. “We will make sure that families can move into their own units as soon as possible,” he said, highlighting the program’s emphasis on quality and livable spaces.

Inspecting progress and enhancing community impact

The HDH projects, initiated under former President Benigno Aquino III, were originally meant to benefit about 5,000 families but remained incomplete. Under the Expanded Pambansang Pabahay para sa Pilipino (4PH) Program, these projects are now being revived with improved design and construction standards.

Beneficiaries welcomed the inspection. Virginia Lorica, AMCHC President, expressed her gratitude and excitement. “Sana po makalipat na kami ngayong first quarter ng 2026 para maging masaya naman po ang aming mga member,” she said, recalling the years since her family lost their home along the Tullahan River during Typhoon Ondoy in 2009.

The site visits allowed officials to assess progress, evaluate construction quality, and identify areas for improvement. They also reviewed project readiness to ensure compliance with national housing standards.

Strengthening service delivery and future plans

During the inspections, officials discussed ways to improve service for residents and ensure smooth transitions into their new homes. GSIS Touch mobile application initiatives and the Adopt-a-School Program were highlighted as part of efforts to enhance accessibility, education, and connectivity for residents.

GSIS and DHSUD plan to expand satellite connectivity to support government services and education in far-flung communities. This will ensure beneficiaries can access essential services more reliably while supporting students’ learning opportunities.

The inspection in Caloocan and Valenzuela represents a broader strategy to bring accountability, quality, and timely delivery to housing programs across Metro Manila and neighboring areas. SHFC continues to work with local governments and partners to ensure that families receive safe and permanent homes.

Joining Secretary Aliling and President Laxa were DHSUD Senior Undersecretary Edurdo Robles Jr. and HDH Head Joseph Eisma, ensuring that project coordination and implementation remain on track.
