Leni Robredo Joins Government Housing Turnover Benefiting More Than 360 Families in Naga

The Social Housing Finance Corporation (SHFC) and the Department of Human Settlements and Urban Development (DHSUD) have awarded more than P26 million in housing assistance to two communities in Naga City, marking a major step toward providing secure land ownership for hundreds of families in the Bicol Region.

The funding was released through the Enhanced Community Mortgage Program (ECMP), one of the flagship initiatives under President Ferdinand Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.

The awarding ceremony, held on June 18, became the first ECMP check turnover conducted in the Bicol Region.

Hundreds of Families Benefit

The milestone event was led by DHSUD Secretary Jose Ramon Aliling together with SHFC President and Chief Executive Officer Federico Laxa and Naga City Mayor Leni Robredo.

Sabang Puro Urban Kabisig Homeowners’ Association Inc., located in Barangay Sabang, received more than P8 million to help 161 member-beneficiaries legally acquire the land where their homes currently stand.

Meanwhile, Mabolo Homes Subdivision Homeowners’ Association in Barangay Mabolo was awarded more than P17 million for land acquisition that will benefit another 204 families.

Before the turnover ceremony, Laxa personally visited the beneficiary communities and reaffirmed SHFC’s commitment to helping low-income Filipino families achieve secure homeownership.

He assured beneficiaries that the agency would continue assisting them until they receive their individual land titles.

Mayor Robredo welcomed the revitalized Community Mortgage Program, now known as ECMP, describing it as one of the government’s most effective housing initiatives because it allows families to remain within their established communities while securing legal ownership of the land they occupy.

She noted that the program enables residents to preserve their livelihoods and social networks while eliminating uncertainty over possible future displacement.

Program Expands Nationwide

Beneficiaries also expressed their appreciation for the assistance, saying the program gives them an opportunity to secure land ownership without leaving the homes and communities where they have lived for years.

By promoting on-site development, the ECMP allows qualified families to obtain secure land tenure while maintaining their existing sources of income and community relationships.

Also present during the ceremony were DHSUD Senior Undersecretary Eduardo Robles Jr., SHFC Executive Vice President Atty. Junefe Payot, Support and Human Resources and Administration Group Senior Vice President Atty. Leo Deocampo, Resettlement Services Group Vice President Bob Flores, South Luzon Group Vice President Jimmy Manes, and 4PH Central Luzon Head Prandy Vergara.

Since its relaunch in July 2025, the Enhanced Community Mortgage Program has continued expanding across the country.

To date, SHFC has approved 45 ECMP projects benefiting more than 7,700 families nationwide, with 21 communities already receiving funding for land acquisition as they move toward legal and secure homeownership.
