Nexif Ratch Energy has achieved a significant milestone in its San Miguel Bay Wind Power Project, securing the Pre-Development Environmental Compliance Certificate (Pre-Dev ECC) from the Philippine Department of Environment and Natural Resources (DENR) on March 3, 2025. This approval enables the company to proceed with critical pre-development activities essential for the 500MW offshore wind project.

Advancing Offshore Wind Development

With the Pre-Dev ECC approval, Nexif Ratch Energy can now conduct offshore geotechnical and geophysical investigations, wind and metocean measurements, and environmental and social assessments. These activities will provide valuable insights into the project site, ensuring a sustainable and well-informed development process.

The project has already been recognized for its strategic significance. In December 2024, the Philippine Department of Energy (DOE) awarded it the Certificate of Energy Project of National Significance (CEPNS). Additionally, it was designated as a Strategic Investment under the Green Lane Initiative of the Philippine Board of Investments (BOI).

“This achievement marks a significant step forward in our commitment to developing offshore wind projects in the Philippines in an environmentally responsible manner,” said Cyril Dissescou, CEO of Nexif Ratch Energy. “It aligns with national priorities, and we are proud to contribute to the Philippines’ growing renewable energy sector.”

Positioning for the Green Energy Auction

Nexif Ratch Energy is also progressing with its 475MW Lucena Wind Power Project in Quezon Province, which received CEPNS approval in January 2025. The company is now working towards securing a Pre-Dev ECC for this project as well.

Both the San Miguel Bay and Lucena Wind projects position Nexif Ratch Energy strongly for the upcoming Green Energy Auction 5 (GEA-5) by the DOE, scheduled for the third quarter of 2025.

“The San Miguel Bay Offshore Wind Project, alongside the Lucena Offshore Wind Project, will play a pivotal role in advancing the Philippines’ clean energy transition,” said Matthew Bartley, Chairman of the Development Committee at Nexif Ratch Energy. “We appreciate the continued collaboration with the Philippine government and look forward to participating in the Green Energy Auction Program.”

Commitment to Sustainability and Community Engagement

Nexif Ratch Energy remains focused on collaborating with key stakeholders and regulatory bodies to ensure that its offshore wind projects deliver sustainable benefits for both the environment and local communities.

By securing Pre-Dev ECC approvals and actively participating in the Philippines’ renewable energy programs, Nexif Ratch Energy is reinforcing its commitment to driving clean energy growth in the region.
