From Cainta to Pearl Harbor: Navy Chief’s Inspiring Journey

A Navy chief with roots stretching from Cainta, Rizal to Guam and now Pearl Harbor is being celebrated for 18 years of service. He now serves at Naval Supply Systems Command Fleet Logistics Center Pearl Harbor.

Chief Petty Officer April Purugganan, a retail services specialist, was recently honored for leadership and technical expertise. The recognition also credits his broader contributions to fleet readiness.

Purugganan joined the Navy in Guam, while his family traces its roots to Cainta, Rizal in the Philippines. Both places, he says, shaped the identity and values he carries into every assignment.

Medal Recognizes Critical Role Training Submarine Tender Crews

He was awarded the Navy and Marine Corps Achievement Medal for serving as the lead trainer and inspector for two submarine tenders in Guam. In that role, he provided technical expertise and inspection support that helped close a key readiness gap.

For Purugganan, the recognition represents more than an individual accomplishment. “It recognizes not only my efforts but also the trust placed in me to share my knowledge and experience where it was needed most,” he said.

“Serving as the lead trainer and inspector for two submarine tenders in Guam allowed me to bridge a critical expertise gap, develop sailors and directly contribute to fleet readiness,” Purugganan added. He called it one of his career’s most meaningful roles.

Throughout his career, Purugganan has placed a strong emphasis on leadership and mentorship. “I am most proud of the Sailors I have had the opportunity to lead, train and mentor,” he said.

Filipino Heritage Shapes Chief’s Approach to Service

His connection to Cainta, Rizal remains central to how he views his service today. “I represent my hometown by carrying with me the good values, work ethic and lessons learned while growing up,” Purugganan said.

Serving at Pearl Harbor has also deepened his appreciation for the history that surrounds the base every day. “Serving at Pearl Harbor has made me fully realize how much history surrounds me daily,” he said.

For Purugganan, that history connects directly to the Navy’s ongoing mission across the Indo-Pacific. He hopes people back home understand the role Pearl Harbor plays in supporting sailors and fleet operations throughout the region.

After 18 years in uniform, Purugganan continues to carry the values he learned growing up into his leadership style. He credits his family and supporters throughout his career for helping him reach this point.

“I would like to thank my family back home and everyone who has supported me throughout my Navy career,” Purugganan said. It’s a sentiment he returns to often when reflecting on nearly two decades of service.
