Two Filipino Cops Shine on Global Stage in Dubai Program

Two Filipino police officers stood shoulder to shoulder with counterparts from 45 countries in Dubai. Major Richard Curada Luzano and Captain Modesto Dumanging Nahiwan represented the Philippine National Police at an elite international program.

The pair joined the third edition of the Policing Innovation and International Leadership Diploma. It was organized by Dubai Police in cooperation with Rabdan Academy.

PNP Officers Share Philippine Policing Strategies Abroad

Luzano shared the PNP’s approach to community engagement and crime prevention. He showed international colleagues how Philippine police build stronger ties with communities.

Nahiwan contributed insights on community partnerships and operational resilience. He highlighted how Philippine police adapt during crises while keeping services running.

Both officers said the exchange of ideas enriched their learning experience. They compared challenges and studied policing models from other countries.

Luzano called adaptive leadership his biggest takeaway. He said modern policing now demands strategic thinking and quick responses to new threats.

Dubai’s Smart Policing Innovations Leave Lasting Impression

The officers also studied Dubai Police’s use of technology. Luzano was impressed by the Smart Police Stations, which offer round-the-clock self-service.

He called the concept “innovation at its finest.” Nahiwan pointed to Dubai’s smart infrastructure as proof of its commitment to service excellence.

Both officers now plan to apply what they learned at home. Luzano wants to build a stronger culture of innovation within the PNP.

Nahiwan intends to push for more tech-enabled, community-centered policing. He said his focus will be strengthening legitimacy and service delivery.

The officers also valued the international connections they built. They said cross-border cooperation remains key to fighting transnational crime.
