Defying Heavy Rains, Gov’t Hands Bacoor Families Their Land Titles
Heavy rains pounded Bacoor City on Thursday — but the downpour didn’t stop housing officials from finally awarding land titles to 74 families who had waited nearly 25 years for this moment.
The ceremony brought together national and local leaders despite the weather. For many families, the rain was a small price to pay for papers that were decades overdue.
Officials Push Through Storm to Deliver Land Titles
DHSUD Secretary Jose Ramon Aliling and SHFC President and CEO Federico Laxa led the ceremony, joined by Cavite 2nd District Rep. Lani Mercado-Revilla and Vice Mayor Rowena Bautista-Mendiola.
Bautista-Mendiola represented Mayor Strike Revilla at the event. The titles went to members of the Bayanihan Homeowners’ Association of Salinas Bacoor and Salinasville HOAI Phase II.
Laxa said the agency’s commitment doesn’t bend to bad weather. “Rain or shine po, talagang pinupuntahan po namin ang mga komunidad dahil alam po naming isa ito sa pinakamasayang araw ng inyong buhay,” he said.
Mercado-Revilla credited the milestone to teamwork between local and national government, saying it proves cooperation between Bacoor’s local unit and the Marcos administration delivers real results.
Decades-Long Struggle Ends Under Marcos Housing Program
The titles fall under President Ferdinand Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino Program. It runs through the Community Mortgage Program, which gives organized communities secure land tenure.
Bautista-Mendiola praised the program’s impact on Bacoor residents. She thanked SHFC and DHSUD for bringing housing programs directly to communities instead of leaving families to navigate red tape.
For Bayanihan HOA President Ruelito Garcia, the wait spanned almost 25 years. “Ito na po ang pinakahihintay natin sa lahat, yong pinaghirapan natin ng almost 25 years na dumaan tayo sa pagsubok,” he said.
SHFC was established in 2004 under DHSUD. It continues running community-driven housing programs for low-income Filipinos through the CMP and its Enhanced Community Mortgage Program.
