DOJ issues lookout order vs Dela Rosa

The Philippines’ Department of Justice has issued an immigration lookout bulletin order against Senator Ronald Dela Rosa, intensifying legal pressure on the former police chief amid his alleged links to the Duterte administration’s controversial anti-drug campaign.

Acting Justice Secretary Fredderick Vida confirmed Friday, May 15, that specific instructions had already been relayed to border control authorities. These directives were designed to ensure immediate action should Dela Rosa attempt to leave the country.

Vida stated that if the senator tries to depart Philippine territory, the proper arrest protocols should be enforced. The order significantly raises the stakes for Dela Rosa as scrutiny surrounding his role in the previous administration’s anti-narcotics operations continues to deepen.

ICC warrant escalates pressure

Dela Rosa has reportedly been connected to the aggressive anti-drug crackdown launched under former President Rodrigo Duterte. Duterte is currently detained under the jurisdiction of the International Criminal Court.

The ICC reportedly unsealed an arrest warrant against Dela Rosa on May 11. Reports indicate that the warrant had originally been issued in secret as early as November 2025.

The development marks a major escalation in international legal proceedings tied to allegations surrounding crimes committed during the bloody anti-drug campaign.

As one of the principal architects and enforcers of Duterte’s drug war during his tenure as Philippine National Police chief, Dela Rosa has long faced criticism from human rights organizations and international legal bodies.

The controversy surrounding Dela Rosa’s legal situation has also heightened domestic political tensions. Reports of an attempted arrest at the Senate complex earlier this week fueled uncertainty and security concerns.

Gunshots reportedly rang out from the Senate compound on Wednesday, triggering widespread confusion and alarm among lawmakers, staff, and media personnel inside the building.

Philippine Senate President Alan Peter Cayetano later confirmed Thursday that Dela Rosa had already left the Senate premises following the chaotic incident.
