SHFC, DHSUD release ₱14-M housing aid to Valenzuela community under 4PH
The Social Housing Finance Corporation (SHFC), together with the Department of Human Settlements and Urban Development (DHSUD), released more than ₱14 million in housing assistance to Wawang Pulo Homeowners’ Association, Inc. Phase 1 in Valenzuela City.
The assistance was granted under SHFC’s Enhanced Community Mortgage Program (ECMP), which supports President Ferdinand Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program aimed at providing secure land tenure to Filipino families.
The check awarding ceremony was held on January 9 in Barangay Wawang Pulo. DHSUD Secretary Jose Ramon Aliling and SHFC President and CEO Federico Laxa led the activity, joined by Valenzuela City Mayor Wes Gatchalian.

The released checks cover payment to the landowner for land acquisition as well as grants for documentary stamp tax expenses related to mortgage processing.
Government pushes housing security
Secretary Aliling said the release reflects the government’s continued focus on housing security and community development. He stressed that programs like the ECMP not only provide land ownership but also help strengthen communities and improve living conditions.
Mayor Gatchalian said the local government fully supports housing initiatives that directly benefit residents. He noted that secure land tenure empowers communities and contributes to long-term urban development in Valenzuela.
Decades-long wait addressed
SHFC President Federico Laxa said the agency remains committed to sustaining the ECMP since its launch in July 2025. He said the program is designed to help families acquire the land where their homes stand, ensuring a more stable and dignified future.
HOA President William Asuncion Jr. thanked DHSUD and SHFC, saying the assistance ends more than two decades of waiting for the community to finally achieve land ownership.
Wawang Pulo HOAI Phase 1 has 242 member-beneficiaries and is part of the initially approved 36 ECMP projects nationwide. These projects aim to provide security of tenure to more than 6,200 families across the country.
SHFC said three other communities—Centennial Sunrise HOA, Megaville 2 HOA, and Villa Soledad in Pasig City—have already received assistance for land acquisition and documentary stamp taxes under the program.
