SHFC Awards 342 Land Titles in Pampanga and Bataan
The Social Housing Finance Corporation (SHFC) distributed Transfer Certificates of Title (TCTs) to 342 member-beneficiaries from five homeowners’ associations in Pampanga and Bataan during its largest title awarding ceremony to date on Wednesday, June 11, in Sta. Rita, Pampanga.
The title distribution was carried out under the Community Mortgage Program (CMP), one of the flagship housing initiatives supporting President Ferdinand Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program. The program is being implemented through the Department of Human Settlements and Urban Development (DHSUD) to provide secure land ownership to low-income Filipino families.

Securing Land Ownership
The ceremony was led by DHSUD Secretary Jose Ramon Aliling, SHFC President and Chief Executive Officer Federico Laxa, and Sta. Rita Mayor Reynan Calo. The event marked a significant milestone for beneficiaries who officially gained ownership of the land where their homes are built after years of waiting.
The beneficiaries came from five homeowners’ associations across Pampanga and Bataan. These included Virgen Delos Remedios Homeowners’ Association Phase I and Phase II in Barangay Dila-Dila, Sta. Rita, Pampanga, St. Rosary Village Homeowners’ Association in Barangay Del Rosario, City of San Fernando, Pampanga, Bagong Diwa Homeowners’ Association in Barangay Pulong Bulo, City of San Fernando, Pampanga, and Bataan Holy Land Homeowners’ Association in Balanga, Bataan.
Government officials said the title distribution demonstrates the administration’s continued commitment to strengthening housing security and improving the welfare of families through sustainable housing programs. Held on the eve of Independence Day, the event also symbolized freedom from uncertainty over land tenure and the fear of displacement.
For many beneficiaries, receiving the title represented the fulfillment of a long-awaited aspiration that would benefit not only their families but future generations as well.
Long-Awaited Milestone
Laxa described the title distribution as the realization of a dream that many families had pursued for years through perseverance and dedication.
“Sa wakas, ito na ang pinakahihintay ninyo, ang pagbibigay ng pinakamimithi ninyong titulo para sa mga lupa ninyo. Ito po ang pangarap ng lahat para sa inyong pamilya, sa mga anak ninyo, at sa mga susunod na mga henerasyon,” Laxa said.
Mayor Calo also expressed gratitude to DHSUD and SHFC for helping residents of Sta. Rita and nearby communities secure ownership of their properties through government housing initiatives.
“Sa wakas po ay may solusyon na at masaya na po ang aking mga Cabalen na mabigyan na po ng titulo ang kanilang mga lupa,” Calo said.
Beneficiaries likewise welcomed the development, saying the awarding represented years of patience, hard work, and determination. Elizabeth Soliman, president of Virgen Delos Remedios Homeowners’ Association Phase I, thanked the government for helping turn their dream of land ownership into reality.
“Ngayon po ay isang napakahalagang araw para sa lahat matapos ang mahabang panahon ng paghihintay, pagsisikap at pagtitiyaga, nandito na tayo sa katuparan ng isa sa mahalagang pangarap ng bawat pamilya – ang pagkakaroon ng sariling titulo sa lupang kinatatayuan ng ating tahanan,” Soliman said.
As SHFC continues its efforts to expand access to housing security, the agency is also pushing forward with its Enhanced Community Mortgage Program (ECMP). The initiative aims to provide a more streamlined application and approval process, broader loan coverage, lower interest rates, and targeted subsidies to support more communities nationwide.
