SHFC, DHSUD and Pag-IBIG top off Port Town housing project in Tondo under 4PH program

The Social Housing Finance Corporation (SHFC), together with the Department of Human Settlements and Urban Development (DHSUD) and the Home Development Mutual Fund (Pag-IBIG Fund), marked a major milestone in Manila’s housing development with the topping-off ceremony of the Port Town project in Tondo on April 21.

Port Town is part of SHFC’s vertical housing developments under President Ferdinand Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program. Located in Pier 2, North Harbor, the project consists of five 16-storey residential buildings and is expected to benefit more than 2,100 families in its initial phase.

Construction milestone for vertical housing development

The topping-off ceremony signals the completion of the structural framework of the Port Town housing project. This stage marks progress toward the eventual delivery of housing units for low-income beneficiaries, including families from both formal and informal sectors.

The project is a joint initiative between SHFC and Pag-IBIG Fund, reflecting cooperation among key shelter agencies to expand access to affordable housing in urban areas.

Officials from DHSUD, SHFC, Pag-IBIG Fund, the Philippine Ports Authority, and Kaerland Development Corporation attended the ceremony to recognize the project milestone.

Expansion of 4PH housing initiatives

DHSUD Secretary Jose Ramon Aliling emphasized the importance of coordination among government housing agencies in accelerating implementation of the 4PH program. He noted that joint ventures help streamline processes and improve delivery timelines for housing projects.

SHFC President and CEO Federico Laxa said the development reflects continued progress under the administration’s housing program, noting that each completed structure moves closer to delivering inclusive housing solutions for Filipino families.

Other officials from DHSUD and SHFC also attended the event, underscoring continued institutional support for large-scale housing developments under the national shelter program.

Beyond Port Town, SHFC is also advancing several other vertical housing projects across the country, including developments in Pampanga, Manila, Davao City, Misamis Oriental, Palawan, and Quezon City.
