The Social Housing Finance Corporation released more than Php21 million to the Centennial Sunrise Homeowners’ Association, Inc. on Tuesday, Dec. 9, advancing the community’s long-running effort to secure legal tenure. The funding covers landowner payments and required fees under the Enhanced Community Mortgage Program.

SHFC President and CEO Federico Laxa led the turnover in Barangay Pinagbuhatan, saying the assistance removes a major hurdle in the community’s transition to formal ownership. The package also includes a grant to support documentary stamp tax for mortgage processing, easing financial pressure on low-income families.

Transition to legal ownership advances for 175-member community

Centennial Sunrise HOA, composed of 175 households, received checks that will be used to settle obligations with the landowner and push forward with title processing. Community representatives said the release ends years of uncertainty and gives residents a foundation to pursue long-term housing upgrades.

The ECMP supports communities by pairing land acquisition financing with structured documentation help. Officials emphasized that addressing fees and taxes is essential for beneficiaries to complete titling and secure property rights without prohibitive expense.

Allied programs add utility and fee relief

MWSS Regulatory Office Deputy Administrator Lee Robert Britanico announced that qualified HOA members may apply for the Enhanced Lifeline Program, which provides reduced water rates. The support follows a Dec. 5 memorandum of understanding signed by SHFC and MWSS RO to broaden assistance for communities under the housing framework.

Officials said linking housing financing with utility relief strengthens efforts under the Expanded Pambansang Pabahay para sa Pilipino (4PH) Program. Centennial Sunrise was among five ECMP communities that received Certificates of Lot Award at the National Housing Expo on Oct. 23, and the new release moves them closer to formal ownership.
