For nearly two decades, 30 Antipolo City families waited for papers proving the land under their homes was theirs. That wait ended Wednesday, when members of Inmaculada Homeowners Association, Inc. Phase 1 received their Transfer Certificates of Title.

The Social Housing Finance Corporation (SHFC) and the Department of Human Settlements and Urban Development (DHSUD) handed over the titles Oct. 21 at the DHSUD Auditorium in Quezon City. The ceremony was part of National Shelter Month 2026.

Antipolo Land Titles: Who Led the Awarding in Quezon City

DHSUD Secretary Jose Ramon Aliling and SHFC President and CEO Federico Laxa led the awarding, giving the families security of tenure. DHSUD Senior Undersecretary Eduardo Robles Jr. also joined the ceremony.

National Shelter Month carries the theme “Tahanan. Pamayanan. Kinabukasan.” Laxa congratulated the beneficiaries on finally receiving their long-awaited titles. “Alam ko po ang pinaghirapan at sakripisyo ninyo sa loob ng dalawang dekadang paghihintay,” he said.

Inmaculada President Bernardo Leonor thanked SHFC and DHSUD for helping the community reach its goal of land ownership. “Sobrang salamat po sa DHSUD at SHFC. Wala po kami kung hindi dahil sa inyo,” he said.

Community Mortgage Program: How Informal Settler Families Secure Land

The association is a beneficiary of the Community Mortgage Program (CMP), which is implemented under the Expanded Pambansang Pabahay para sa Pilipino (4PH) Program of President Ferdinand Marcos Jr. It received loan assistance from SHFC.

Under the CMP, legally organized groups of informal settler families can buy the land they occupy through community financing. SHFC says the program has given security of tenure to more than 300,000 families nationwide.

Since January 2026, SHFC has distributed more than 5,100 land titles nationwide, in line with President Marcos’ directive to accelerate housing programs. In Inmaculada, that means peace of mind for 30 families.
