Marcos Boosts 4PH Program With Caloocan Land Title Distribution
Filipino families in Caloocan City just became landowners. President Marcos awarded land titles to more than 100 families today.
The titles fall under the Community Mortgage Program of the SHFC. The handover gives Marcos’ housing agenda fresh momentum this week.
The Caloocan event follows a massive rollout just one day earlier. On Monday, 913 land titles were distributed simultaneously in San Juan City.
Marcos Visits Caloocan Communities to Meet Beneficiaries
Marcos did more than hand over paperwork today. He visited Community Mortgage Program communities in Barangay 167-Llano to meet beneficiaries.
Several officials joined him for the visit. DHSUD Secretary Jose Ramon Aliling, SHFC President and CEO Federico Laxa, Rep. Oscar Malapitan, and Barangay Captain Antonio Reyes were all present.
Marcos called land titling a core government duty. He named it a top priority, citing the country’s long-standing shortage of low-cost housing.
Aliling tied the event to the administration’s broader goals. He said it reflects a commitment to delivering responsive services to Filipino families.
Laxa emphasized what the program guarantees long term. He said the Community Mortgage Program gives families certainty that no one can take their land away.
Caloocan Awarding Fuels the 4PH Housing Program
The beneficiaries represented the Llano Homeowners Association Federation. The coalition includes groups such as Amabelle I HOAI and Zuniga Twins HOAI.
Other member groups include Union Workers HOAI, Reform 167 Housing Movement HOAI, and F.F. Zuñiga HOAI. Each represents families pursuing land ownership together.
For many families, the titles end a long wait for homeownership. Beneficiaries expressed gratitude to the Marcos administration, DHSUD, and SHFC.
Rogelio Bustamante, 52, a member of F.F. Zuñiga HOA, summed up that gratitude simply. He thanked SHFC for giving families like his a chance to finally own land.
The Community Mortgage Program falls under the government’s Expanded Pambansang Pabahay para sa Pilipino, or 4PH, initiative. It aims to widen access to affordable housing nationwide.
Established in 1998, the program helps low-income associations acquire and develop land through community ownership. It has assisted more than 301,000 families nationwide so far.
