Muntinlupa Families Finally Hug Their Land Titles, Ending Long Wait for Secure Homeownership
For 42 Muntinlupa City families, owning the land they live on is no longer just a dream. They received their Transfer Certificates of Title (TCTs) on Thursday, Nov. 5, a significant step toward secure homeownership.
The Social Housing Finance Corporation (SHFC) and the Department of Human Settlements and Urban Development (DHSUD) handed over the titles. DHSUD Secretary Jose Ramon Aliling and SHFC President and CEO Federico Laxa led the ceremony.

Muntinlupa Families Get Land Titles
The ceremony at the DHSUD Auditorium in Quezon City turned over titles to members of four homeowners’ associations (HOAs). Thirteen are from Airspeed Ville, 15 from Planas, seven from Samahang Magkakapitbahay sa Walong Gatang and seven from Bayanan.
The awardees are beneficiaries of the Community Mortgage Program (CMP), a housing modality under the Expanded Pambansang Pabahay para sa Pilipino (4PH) Program. The Expanded 4PH is a program of President Ferdinand Marcos Jr.
Planas HOA President Camilo Maglalang spoke on behalf of the beneficiaries. He underscored the role of government support in making their dream of land ownership a reality.
He thanked the agencies in Filipino. “Maraming salamat po sa pagkakataong ibinigay sa atin sapagkat kung wala ang [DHSUD at SHFC] na higit ang naitulong sa mga maralitang tagalungsod ay hindi natin makakamit ang sinasabi nating sariling atin,” he said.
Airspeed HOA President Michelle Labrador said the CMP has been a big help to urban poor families like theirs in securing a place to call home. She also shared her joy and relief at receiving the land title they had long dreamed of.
Labrador summed up the moment in Filipino. “Ngayon po ay yakap yakap na po namin ang aming mga titulo,” she said.
SHFC Speeds Up Title Awards
Laxa highlighted SHFC’s accelerated efforts to help more CMP beneficiaries secure their titles. The push is in line with the President’s directive to fast-track the awarding process and give more families security of tenure.
More than 5,400 CMP beneficiaries nationwide have received titles since January. “Ngayong araw na ito ay pasalamatan natin ang ating mahal na Pangulo na binigyan kami ng direktiba ni Secretary Aliling na pabilisin lalo ang pamamahagi ng mga titulo
“at gusto niyang maramdaman ninyo ngayong panahon na ito ang serbisyong binibigay ng ahensya namin,” Laxa said. In 2025, over 3,700 titles were awarded to beneficiaries.
The awarding ceremony forms part of SHFC and DHSUD’s continuing efforts to help informal settler families secure legal ownership of the land they occupy. These efforts fall under the Expanded 4PH Program.
