SHFC, DHSUD award P18.2 million to 182 Laguna families under Marcos housing program
After nearly two decades of waiting, 182 families from Dreamland Homeowners’ Association Inc. in Barangay Tubigan, Biñan City, are now closer to owning the land where their homes stand after the Social Housing Finance Corporation (SHFC) and the Department of Human Settlements and Urban Development (DHSUD) released more than ₱18.2 million in assistance on May 20.
The funding was extended through the Enhanced Community Mortgage Program (ECMP) under President Ferdinand Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino Program. The financial assistance will cover land acquisition and mortgage-related taxes for the beneficiary families in Laguna.

DHSUD Secretary Jose Ramon Aliling, SHFC President and CEO Federico Laxa, and Biñan Mayor Angelo Alonte led the ceremonial turnover of checks during the event. Officials said the initiative is part of continuing efforts to provide secure housing and land tenure for underserved communities.
Families secure ownership
Laxa told residents that the program would finally give families peace of mind after years of uncertainty over the land they occupy. He stressed that beneficiaries no longer need to worry about being displaced from their community.
“Hindi na po kayo mangangambang mapaalis sa inyong lugar. Makakatulog na po kayo nang mas mahimbing sa gabi dahil unti-unti nang nagiging sigurado ang kinabukasan ng inyong mga pamilya,” Laxa said.
Mayor Alonte also pledged stronger cooperation with SHFC and DHSUD to expand housing efforts in Biñan City and help more residents gain access to secure housing opportunities.
Dreamland HOA President Freddie Allado thanked government agencies for helping fulfill the residents’ long-awaited goal of land ownership. He said the community would not have reached the milestone without the assistance provided under the Marcos administration’s housing initiative.
More projects launched
Dreamland HOAI became the second ECMP community in Laguna to receive funding assistance from SHFC and DHSUD. Earlier in March, Don Vicente Villas HOA in Cabuyao also received more than ₱18.7 million in housing support, benefiting 271 families.
Since the rollout of the program in July 2025, SHFC has released checks to 19 ECMP communities nationwide. The approved projects are expected to benefit more than 7,700 families across the country.
