Community mortgage program drives ownership transition

The Enhanced Community Mortgage Program serves as a cornerstone of the Philippine housing program by enabling organized groups to access financing for land acquisition. This approach allows communities to transition from informal settlements into structured and legally recognized neighborhoods.

Through collective participation and government support, families are able to build sustainable living environments while strengthening social cohesion within their communities. The model continues to prove effective in addressing housing challenges at scale.
