SHFC approves new ECMP projects in Cebu and Laguna for 360 families
The Social Housing Finance Corporation (SHFC) has approved two new Enhanced Community Mortgage Program (ECMP) projects in Cebu and Laguna, providing secure and affordable housing to more than 360 families. The approvals were granted during the February 26 Credit Committee session chaired by SHFC President and CEO Federico Laxa.
These latest approvals bring the total number of ECMP projects nationwide to 38, extending access to low-cost housing for both formal and informal sector households. With this, the ECMP now serves over 6,600 beneficiary-families across the Philippines.

Expanding access for low-income families
The two new projects, Dreamland Homeowners’ Association, Inc. (HOAI) in Barangay Tubigan, Biñan City, Laguna, and Bogoville HOAI in Barangay Quiot, Cebu City, primarily cater to minimum-wage earners, informal workers, and families living below or near the poverty threshold. Beneficiaries include tricycle drivers, vendors, construction workers, delivery staff, security personnel, electricians, and helpers, along with salaried employees in retail, manufacturing, and service sectors.
“These newly approved projects reflect SHFC’s commitment to provide inclusive and sustainable housing solutions, especially for low-income and informal sector families,” Laxa said. “We remain aligned with the vision of President Marcos Jr. to ensure that every Filipino family has access to safe, secure, and affordable shelter.”
National support and recognition
The ECMP is part of the Expanded Pambansang Pabahay para sa Pilipino (4PH) Program under the Department of Human Settlements and Urban Development (DHSUD), led by Secretary Jose Ramon Aliling. On February 16, President Marcos personally awarded checks for land acquisition and related expenses, as well as Certificates of Lot Award, to two ECMP communities in Rizal Province.
The Credit Committee responsible for evaluating and approving the Dreamland and Bogoville HOAs included Executive Vice President Atty. Junefe Payot, Resettlement Services Vice President Bob Flores, Treasury Vice President Jason Yap, and South Luzon Vice President Jimmy Manes. Also present were Finance and Comptrollership Vice President Dante Anabe, Title Unitization and Assets Management Vice President Marissa Diestro, and Compliance Officer and Board Secretary Atty. Karoline Abello-Tordecilla.
With these projects, SHFC continues to strengthen the national 4PH initiative, ensuring that low-income and informal sector families across the country have access to safe, secure, and affordable housing.
