Olongapo native Ryan Elamparo named 2025 Blue Jacket of the Year

U.S. Navy Hospitalman Ryan Dhel Elamparo, a native of Olongapo City, Philippines, has been selected as the 2025 Blue Jacket of the Year while serving with Navy Medicine Readiness and Training Command Camp Pendleton. The honor recognizes an enlisted sailor who consistently demonstrates superior performance, leadership and professionalism.

Elamparo said the recognition carried special weight as it came during his first appearance before a selection board. He credited the achievement to strong mentorship from his leadership and the constant support of his family, adding that the award motivates him to guide and inspire junior sailors.

A 2021 graduate of St. Columban High School in Olongapo City, Elamparo said the values he learned growing up continue to shape his approach to service. He pointed to a local saying from his hometown emphasizing discipline and hard work, explaining that it reinforces accountability and pride in every task he performs.

The hospitalman joined the U.S. Navy two years ago after immigrating to the United States. He said his decision to enlist was driven by gratitude for the opportunities and stability the country provided, noting that service allows him to give back in a meaningful and lasting way.

Role in Navy Medicine readiness

Elamparo currently serves as a hospital corpsman at NMRTC Camp Pendleton, a command focused on maximizing warfighter performance and strengthening medical force readiness. The unit is largely composed of military personnel supporting Naval Hospital Camp Pendleton and training to deliver medical care across operational environments.

Through this mission, the command ensures Navy and Marine Corps units are medically prepared to deploy ashore, at sea and in forward locations. Elamparo’s daily work directly supports readiness efforts critical to operational success.

Service, legacy and family support

Elamparo’s recognition comes as the U.S. Navy marks its role in safeguarding the nation during the 250th anniversary period of American independence. Navy leaders continue to stress that national security, global commerce and communications infrastructure depend on a skilled and dedicated maritime force.
