President Ferdinand R. Marcos, Jr. visited the Social Housing Finance Corporation (SHFC) booth at the National Housing Expo 2025 in Pasay City on October 23 to review the agency’s housing projects nationwide.

During the visit, SHFC President Federico Laxa updated the President and Department of Human Settlements and Urban Development Secretary Jose Ramon Aliling on the progress of key developments, including Crystal Peak Estates in San Fernando City, Pampanga. Marcos first inspected the Pampanga site in July 2023, when construction was just beginning.

The expo featured a scale model of Crystal Peak Estates—the same one President Marcos had signed during his site visit. SHFC has so far turned over 125 units to member-beneficiaries, with about 50 families already moved in, while roughly 900 more units are ready for distribution.

Crystal Peak Estates leads vertical housing efforts

Construction is ongoing for the second cluster of Crystal Peak Estates, comprising eight buildings and a total of 3,440 units. A central park is nearing completion and will serve as a shared community space for residents. The development targets low-income families, Overseas Filipino workers, and uniformed personnel, aligning with the President’s directive to ensure housing for all sectors.

Laxa reaffirmed SHFC’s commitment to the Expanded Pambansang Pabahay para sa Pilipino (4PH) Program. “We are accelerating project development across the country to make decent, safe, and affordable housing a reality for every Filipino family,” he said.

Other SHFC vertical projects are also progressing nationwide. People’s Ville in Davao City has completed 14 buildings, with 200 families already moved in and over 1,400 units scheduled for turnover by yearend. By 2026, a total of 1,600 units will be distributed, with 12 additional buildings under construction.

Valley View Township in Tagoloan, Port Town in Manila, and Tandikan Ville in Puerto Princesa, Palawan, are also making steady progress, highlighting SHFC’s emphasis on community-based housing solutions.

Expanding access through ECMP and relocation programs

SHFC continues to broaden access to affordable housing through the Enhanced Community Mortgage Program (ECMP). Five homeowners’ associations received certificates of lot award from President Marcos during the expo.

The agency also supports housing for families affected by major infrastructure projects, such as the North–South Commuter Railway. Other initiatives include in-city shelter programs like High Density Housing, the Strategy for the Inclusive Mainstreaming of People’s Living Entitlements (SIMPLE) Program, and the Marawi Shelter Project.
