Muntinlupa earns special citation at 2025 Most Business-Friendly LGU Awards

Muntinlupa City has once again gained national recognition for its strong governance and innovation. The city received a Special Citation at the 2025 Most Business-Friendly Local Government Unit Awards during the 51st Philippine Business Conference & Expo held on October 20.

The award, given by the Philippine Chamber of Commerce and Industry (PCCI), acknowledges Muntinlupa’s continued efforts in improving ease of doing business through digital innovation and efficient service delivery.

Driving ease of doing business through innovation

Among Muntinlupa’s standout initiatives are the Business e-Payment System (BESt)—a fully automated online platform for paying taxes and fees—and the Single-Window Transaction (SWiT) system, which simplifies business registration into a single, streamlined process.

Mayor Ruffy Biazon expressed his gratitude to PCCI for the honor, emphasizing that the recognition reflects the city’s drive toward transparent, efficient, and inclusive governance. “Our goal is not only to simplify processes for businesses but also to create an environment where enterprises can thrive and generate quality, life-sustaining jobs for Muntinlupeños,” he said.

Sustaining partnerships for smart growth

Biazon also credited the Muntinlupa Business Advisory Council (MBAC) for its support in fostering collaboration between the local government and private sector. “Through our strong partnership with the private sector, we continue to push for innovations that make Muntinlupa a model city for smart, strong, and sustainable growth,” he added.

The Most Business-Friendly LGU Awards is PCCI’s annual program that recognizes local governments promoting a conducive business environment and sustainable economic growth.

This new milestone further cements Muntinlupa’s reputation as a national leader in digital governance, business competitiveness, and public service excellence.
