San Jose del Monte families gain official land ownership
Seventy-two families finally received their Transfer Certificates of Title (TCTs) on October 14 through the Social Housing Finance Corporation’s Community Mortgage Program (CMP). The event marked a milestone for families who have long called their land home.
The awarding ceremony, led by SHFC President and CEO Federico Laxa, together with Mayor Florida Robes and Congressman Arthur Robes, recognized beneficiaries from nine homeowners’ associations including Bagong Buhay Francisco HOAI Phases 1 and 2, Elfa Ville HOAI, and Partida Heights HOAI.
“These titles represent wealth and a legacy that can be passed on to your children. You are now assured that the land where your home stands is truly yours,” Laxa said. Mayor Robes added that the CMP provides families with stability and access to affordable housing.

Enhanced program to benefit thousands more
For many recipients, the land titles symbolize dignity and hope for future generations. Raymond Cortez, 53, of Bagong Buhay Francisco HOAI Phase 1, shared, “I am overjoyed because no one can evict us now. It feels like a dream come true.”

SHFC continues its mission through the Enhanced Community Mortgage Program (ECMP), featuring a streamlined application process, expanded loan coverage, lower interest rates, and targeted subsidies. To date, 25 ECMP projects have been approved, benefiting over 4,100 families nationwide. The agency aims to approve 34 projects by the end of October, covering more than 5,000 families.
The program not only provides legal ownership but also strengthens community development, offering families security and a stable foundation for future growth.
