Tagbilaran City launches modern 911 emergency system, sets new standard for public safety
Tagbilaran City, the capital of Bohol Island known as the “Friendship City,” is now the first city in the province to revolutionize its emergency response capabilities with a state-of-the-art, US-patterned 911 communication system.
Mayor Jane Yap proudly announced the milestone during a press event on April 25, emphasizing the city’s commitment to providing world-class public safety for its citizens and the millions of tourists it welcomes each year.

“It is only fitting for Tagbilaran to welcome all its visitors and residents into a city that can give them peace of mind because it assures an efficient emergency response when needed. Ensuring their safety is a priority for me,” said Mayor Yap.
The launch coincides with the city’s preparations for the highly anticipated Saulog Festival on April 27, expected to draw a surge of foreign and local tourists with its colorful street dancing and ritual showdown competitions.
A Strategic Move to Secure Tagbilaran’s Booming Tourism
Tagbilaran serves as a major gateway for passengers and cargo, with tourism experiencing a consistent 30% year-on-year growth over the past three years under Mayor Yap’s leadership. Its beaches, historical sites, and natural attractions have made it a top destination in the south.
With such momentum, safety and efficient emergency services have become more critical than ever.

“This is a game changer for our City,” Mayor Yap noted. “Studies show that the safety of cities directly affects GDP. Safe cities attract more tourists and investments. Our administration will not stop until Tagbilaran becomes one of the safest cities in the Philippines.“
Unified Emergency Response: A National Priority
Mayor Yap also praised Department of the Interior and Local Government (DILG) Secretary Juanito Victor Remulla for pushing all local government units towards a unified emergency response system.
“A well-coordinated and effective emergency response builds public confidence in what local authorities can do in the face of emergencies. Peace and order and protection — these are the cornerstones of public service,” she said.
The Tagbilaran 911 system is seen as a model that other cities and municipalities in Bohol — and across the Philippines — are expected to emulate soon.
