PNP revolutionizes emergency response with 3-Minute Arrival Time under DILG’s revitalized 911 program

The Philippine National Police (PNP) is redefining emergency response times, now arriving on the scene within a record-breaking 3 to 5 minutes. This milestone is part of the Department of the Interior and Local Government’s (DILG) Revitalized Emergency 911 Program, which leverages cutting-edge technology and streamlined processes to ensure swift and accurate action during emergencies.

Brigadier General Warren Gaspar A. Tolito, Director of the PNP Communications and Electronics Service, announced that over 90% of emergency 911 calls are now addressed in under five minutes. These calls often involve critical situations such as vehicular accidents, domestic violence, theft, and even life-threatening incidents.

Tolito highlighted notable rescues, including saving a woman attempting to jump off a bridge in Batasan Hills, rescuing an abandoned newborn in Cabuyao, Laguna, and preventing a tanker hijacking through coordinated efforts between Caloocan and Bulacan.

The implementation of NGA 911’s state-of-the-art call-handling system has been instrumental in achieving these remarkable response times. According to NGA 911 Philippines’ country head, Robert Llaguno, the system enables calls to be picked up within a minute, with dispatch times averaging just 40 to 50 seconds—standards comparable to, or even better than, those in the U.S.

The program also stands as a testament to the PNP’s commitment to fulfilling directives from President Ferdinand Marcos Jr., who challenged the organization to achieve globally competitive response times. Tolito shared that the PNP regularly conducts simulation exercises to maintain and improve its efficiency, even in high-traffic areas such as Metro Manila.

Beyond technological upgrades, the PNP’s drive stems from a shared sense of purpose. “It’s fulfilling to help our kababayans in times of need,” Tolito said. “Emergencies can happen anytime, and we are committed to responding quickly and accurately.”

The DILG’s partnership with NGA 911 and PLDT underscores the importance of collaboration in elevating the country’s emergency response capabilities. At the National Summit on Emergency Response in August, the E911 National Office and NGA 911 formalized their commitment to next-generation solutions that power the Revitalized 911 Program.

With their cutting-edge systems and dedicated personnel, the PNP is setting a global standard in emergency response—proving that innovation and commitment can transform public safety.
