A new partnership between the Technical Education and Skills Development Authority and recruitment platform Bossjob aims to strengthen the link between technical training and employment opportunities for Filipino workers. The collaboration focuses on helping graduates of technical vocational education and training programs transition more efficiently from certification to real jobs.

Central to the initiative is the integration of Bossjob’s artificial intelligence recruitment technology into the TESDA Skills Passport Mobile Application. The system is designed to modernize how training credentials are stored, verified, and presented to potential employers.

The partnership was formally announced during the launch of the Skills Passport mobile application on February 5, 2026. The event took place at the Makabagong San Juan Theater and gathered government officials, industry representatives, and education stakeholders.

Ferdinand Marcos Jr. attended the event and highlighted the importance of digital tools in strengthening workforce development. He emphasized that technology can help ensure TESDA scholars receive both training and accessible pathways toward employment.

“Para sa ating TESDA scholars, mayroon kayong sariling digital storage kung saan mapapatunayan ang inyong National Certificate at mga training,” Marcos said during his remarks. The president added that the platform provides graduates with a secure way to present their qualifications to employers.

The Skills Passport functions as a digital repository for training records and certifications issued by TESDA-accredited institutions. Through the integration with Bossjob’s recruitment system, verified credentials can become searchable assets for companies seeking qualified technical workers.

How labor market insights can reshape training

Aside from job matching, the partnership also introduces a data-sharing framework that provides TESDA with insights into hiring trends. Bossjob will supply aggregated and anonymized platform data that reflects job demand, location-based hiring activity, and compensation patterns.

These insights can help TESDA refine its training programs so they better align with the needs of industries seeking skilled workers. By adjusting course offerings based on labor market demand, the agency aims to strengthen the relevance of TVET education.

According to TESDA data, several sectors currently generate high demand for nationally certified workers. These include social and community development services, wholesale and retail trade, information and communications technology, automotive and land transportation, tourism and hospitality, healthcare services, creative industries, and agriculture-related sectors.

Industry demand for these skills continues to grow across the Philippine economy. The data highlights how technical training plays a critical role in supplying qualified talent to both traditional and emerging sectors.

Addressing the middle-skills gap in the workforce

The partnership also targets what analysts describe as the “middle-skills gap,” a challenge identified by the Philippine Institute for Development Studies. The gap refers to the mismatch between the competencies required by employers and the skills currently provided by some training systems.

Studies indicate that graduates of technical vocational programs can earn income levels comparable to university undergraduates. However, training institutions must constantly adapt to keep pace with rapidly evolving sectors such as digital services, renewable energy, and information technology.

By integrating Bossjob’s AI-powered recruitment technology into the Skills Passport app, the initiative aims to transform certifications into real-time employment credentials. Employers will be able to identify qualified candidates whose verified training matches their hiring requirements.

“The integration of Bossjob’s AI-powered capabilities into the Skills Passport app provides real-time access to available job opportunities for our graduates,” said Anthony Garcia. He added that the collaboration strengthens employment security while helping companies find skilled professionals more efficiently.

The Skills Passport also incorporates identity verification through the Philippine Identification System to ensure trust in the authenticity of credentials. By linking directly with TESDA-accredited training centers, the platform allows employers to confirm certification records instantly.

Bossjob has previously collaborated with TESDA-National Capital Region through workforce initiatives aimed at supporting TVET graduates. These programs include career development workshops, job readiness training, and specialized opportunities tailored for technical professionals.

The company said it plans to continue assisting TESDA students and graduates through resume optimization guidance, career coaching, and participation in job fairs organized with government partners. These efforts aim to further strengthen the connection between technical education and long-term employment opportunities.
