PARKonversations Live! 2025 returns with inclusive design talk on updated BP 344 IRR

The National Parks Development Committee (NPDC) continues its 2025 PARKonversations Live! series with a special session on inclusive design titled “The 2024 Amended IRR of Batas Pambansa Bilang 344 (The Accessibility Law): Leveling the Playing Field for Persons with Disabilities.” The seminar takes place on July 19, 2025, from 9:00 a.m. to 11:00 a.m. at The Gallery, Rizal Park Luneta and will be streamed online via NPDC Facebook Live, in observance of National Disability Rights Week.
Arch. Armand Michael R. Eustaquio leads session on accessible design
The session will be led by Arch. Armand Michael R. Eustaquio, UAP, IAAP, a leading figure in the field of accessibility and inclusive design. Eustaquio has been at the forefront of accessibility advocacy since 1993 when he joined the United Architects of the Philippines (UAP) Technical Working Group for the revision of the Implementing Rules and Regulations (IRR) of BP 344.
A resource speaker for major national agencies such as the DPWH and NCDA, and institutions like PALA and PIID, Eustaquio has also worked with design firms, developers, and academic institutions nationwide. He is the first Filipino member of the International Association of Accessibility Professionals (IAAP) and has conducted accessibility audits and consultancies for the World Bank, Asian Development Bank, Nestlé Philippines, Ayala Land, and the University of the Philippines, among others.
In 2025, he was reappointed as Chairman of the UAP Committee on Accessibility and currently serves as a consultant to the World Bank on initiatives focused on due diligence for vulnerable groups.
Advancing inclusive public spaces through BP 344 awareness
This PARKonversations Live! session seeks to deepen public awareness on the role of inclusive design and how the updated IRR of BP 344 promotes equitable access to parks and public spaces for persons with disabilities (PWDs). The forum is expected to explore key principles in designing safer, more empowering environments for all citizens, especially within national parks.
